The 99% buy back has already occurred. That's why we are left with 140M in O/S

finally Retired 43,817,855,923 Common Shares or 99% of the issued and outstanding shares of the Company

We have contracted with Broadridge Financial Solutions, Inc. to advise all shareholders and their brokers every action taken regarding the Corporate Action to buyback 99% of the Common Shares. We have also advised all other shareholders via mailing and public press releases each step of the way during the implementation of this Corporate Action, and have communicated and explained to the responsible authorities the outcome of this Corporate Action

The whole context of the PR is what has just occurred. I would assume the CEO and board members are college educated folk who know how to speak in the proper tense. The only Corporate Action available in PRs is those beginning on 10/1. 10/18 is the completion of that corporate action. Noone has to worry about the 99% anymore.
