no,,registration, meaning mm's with the firm they handle trades for,,, they are job classed independently as contractors,,, that needs to change,, there are over 4,00 independent mm's,,, when nss'ing a stock and they are subject to the 13 day rule to cover ftd's , they just don't trade it again,,, the firms have a rather large number of mm's , so , they can short, short, short !! it's the mm not the firm , such as nite or etmm that has the ftd problem (ie, 13 day ) so they just keep on ftd'ing or nss'ing as long as they need !!
