The daughters DNA would show her fathers half which could be identified via crime scene dna and that would be enough "Probable Cause" for law enforcement to obtain search warrants on the father's "person(dna) and property (phyical evidence), therefore DNA would be a major piece of the puzzle to kick start the killer portion of the investigation.
With ONLY the daugthers suspicion (no dna), I don't believe that would have been enough "PC" (at least in california) to obtain those search warrants, therefore the investigators would have to develope there own "PC" to get warrants. JMO w/ 30 yrs of experience.
