I believe that would be "Uncle Sam" unloading his shares. At least that is what I am hoping!

It was not Uncle Sam. The Treasury has suspended its sales to comply with a “blackout period” in advance of the Citigroup's third-quarter earnings report. They will resume selling sometime after that.
