YES OFFCOURSE you can buy by quoting abobe the ask and thats what i always precisely do when the shares are tight in low floating stocks

Just see last few weeks trades when teh ask was .003 i have bought at higher ask of .005 this is the only way to get shares in stocks like this or the Mms wont give you the shares.

What normally happens is if you buy at .015 then the quantity which is lined up from teh current ask of .109 to .015 is available to you but once you give the order to buy if teh ask of .0109 is dummy and if teh ask immediately goes to say .016 and you dont get any shares that means its a fake wall
