If one owns a machine shop (one of many possible examples), the shop typically requires operators, setup personnel, leads, and foremen to have or be able to use equipment to check spec requirements. The equipment used by these people may or may not be the same used by the quality control staff. However, this type of quick check rapidly isolates a problem so out of spec products do not enter the production stream.
