The only reason the MMs would drive up the pps would be if they gain a profit by doing so. I also agree that with your other recent post commenting on the problems with how the MMs control pps. You're quite right, there DOES need to be some control over the MMs and their ability to arbitrarily set the pps via their manipulation of the bid-ask.
