The merger was never going to happen according to the PR.. SCFR is buying out GOTV and forming it's own company. That deal has taken place. The shares will not be distributed until the SEC investigation is complete. There seems to be confusion on merger and buyout. There are 1.87 billion shares that number includes the GOTV shares with the 20 to 1 split.

If you want the correct answers, ya need to ask the right questions.
Yes, the merger was canceled, However the buyout did occur.
More than likely nothing will hapen until the SEC finishes their investigation. All we can do is wait and speculate. There are no facts, This looks bad.
So Relax, have a few beers and let the dust settle.. No use crying over spilt milk.. That is the way penny stocks go.. Don't spend money on penny stocks you can't afford to loose..
