Most pennies are emotional rollercoasters; I think I jumped the gun on this one but that's fine. I typically try to avoid the rollercoaster portion of a stock prior to it actually performing... I'm generally good at doing this but no one is perfect. If it stabilizes around .004 today I will buy more, but if it looks like its going to drop back down into the .002x range it leaves me weary about putting money that doesnt seem to have indication of potential trend reversal.

A PR confirming Hydro, India or a buyout will send VCTY rocketing.. I just hope it comes sooner rather than later... or worse.. never :(.
