How is this big news if they got over 10 billion authorized shares according to pinksheets.com? http://www.otcmarkets.com/stock/ICOA/company-info And that 10 billion was last updated back in 2008 over 2 years ago. Who knows how high that figure might be now. 10 billion is ridiculous. They need to reduce this buy 8 billion and then people might start looking at it serious. They are just playing games. Go to pink sheets.com and look up ICOA
