It probably would be entrapment if the under cover people posing as pension fund managers, "hadn't" told them that they were paying-off corrupt pension fund managers, and getting kick backs.

Wilcox KNEW he was helping to defraud the pension fund investors.

Would you call someone who robbed a bank as entrapment? After all they have all that money just lying around enticing him to take it!
