I was going to answer NNVClover with this but instead I'll answer your post.

NNVC has been doing everything possible to keep the costs as low as possible.The funding/expenses you are referring to is indeed expensive but necessary.In that I think we all agree.

It seems that people keep forgetting the "Detour" that NNVC took back in 2008.

As I stated in an earlier post.In 2008 the Fed enacted a new law regarding finding cures for Orphan diseases and recieving "Priority Review Vouchers" from the FDA.That's where "Dengue" comes into play.

NNVC is pursuing that avenue with Dengue (to be followed by others) at which they can sell each PRV for 100's of millions (300-400 million ).With the sale of just one (let alone others) I think they will have all the funding they need.
