My computer streets and trips program gives a distance of 52.6 miles from San Vicente to Ensenada and a trip time of 1hr and 6 minutes(not counting any construction delays).

The CWRN site is about the same distance,give or take a mile or two either way-not enough detail in Mexico in the streets program to use CWRN site as a designation,so travel time should not be much longer. Might be a few minutes to ten minutes longer each way(compared to passenger vehicles) if the trucks travel well below the speed limit.
So grtchck's(spelling?)calculations are pretty close but the distance is less than presumed(at least according to my streets program)and so the time might be shaved by a few minutes.

As CWRN site is W of San Vicente(closer to Ensenada by air)and has just a few miles of highway(bordering CWRN'S site)pretty much straight N to connect to Highway 1(the main Baja highway,which connects San Vicente and Ensenada).

Baja California is sparsely populated S of Ensenada for hundreds of miles-all the way to the tip (CWRN is S of Ensenada)so the roads should not be particularly busy,as noted by another post. The main activity in the area seems to be mining concessions,as per maps.

Authorities would quickly become aware of CWRN dump truck traffic and are already aware of any other such traffic and thus there would be no reason to flag or inspect the trucks.
