The most likely reason is Bendall didn't have the money to buy the rights (i.e. his line of credit had no substance) or in the less likely case that he did then he wasn't stupid enough to buy rights for 7 cents when the market was half that.

I have tried to say more that is relevant to the matter but for some reason the post has not survived.
