The 10/Q that was just released was an amended one from 2009. i am not sure what they amended but its old.

To answer your question in normal english it means for most stock high volume is a good thing. In a stock where dillution is rampent high volume means more dillution. It is headed towards a maxed out A/S (Authorized shares) which was just doubled a week ago and hints there could be another R/S ( reverse split) as the company has done in the past.
