But how do these "out of sequence" trades affect the charts, because a lot of techinical traders will be looking at the charts to determine an entry point, not to mention that this could be a signal for shorters to short the stock, thus driving down PPS.

It's this type of MM manipulation that kills the run on a stock, because ICOA is fundamentally strong.
