Still a crappy PR. It's meaningless. When they have something it needs to say "WE OWN IT" (in whatever language they care to use. (DO YOU HAVE A LINK FOR THIS?)

GeoBio and the Pipeline Construction Company are currently finalizing the definitive acquisition agreement, under which GeoBio proposes to acquire the Pipeline Construction Company for a combination of cash, debt and equity in GeoBio, with an anticipated closing within 120-days of the letter of intent.

They basically said "Well, we're working on it but we will not commit to saying it's a done deal for AT LEAST 120 days or more; maybe. Oh BTW, that clock doesn't start ticking until the letter of intent is signed or we choose to announce that it's signed."
