If that scenario actually happened, they would at least double the AS immediatly, because as it stands right now there are no more shares to sell to the public. Out of an AS of 10,000,000,000, there are only 15,000,000 or 00.15% of the AS left.

There is no "headroom" to dilute further. The company has no value without shares to work with.

Which comes back to the point that there is no revenue source for the company at this time. They cant sell enough skates to make any kind of impact and they have no more stock to sell since the AS is maxed out.
There are no other options but to increase the AS.
An RS wont add shares to the treasury so that wont happen unless the company intends to follow that with another increase in the AS.
They simply have no ability to make money any other way.
