Yes. They are 100% diluting those shares.
However, like I said before, we can make the move up to 5B OS from here and the change will be absorbed without affecting the PPS. It's a 12% change, which wouldn't really translate to a full tick.

The AS is the key now, and the ONLY REASON for the company to keep this gagged is because they don't want shareholders to know when they change it. Period. This also puts anyone playing this long in a delicate position.

There is no other explanation.
