There is a lot more to the cost of operating a well than just starting it up. You have to realize they have to find an area, then do the testing on it to make sure there is oil there. Then they have to setup and drill. The whole process could takes years which is why many smaller companies take stakes in other wells. Those companies selling the stakes simply take that money so that they can startup a new well. Pretty common from what I can tell checking out other energy stocks.
