No, IMO, that is not what it means...

But, as you can read, it does mean that there will be a new building on the RIT campus to house these activities, and there are currently 18 projects on going there right now. I gotta believe that at least one of those 18 projects at RIT that were mentioned is a project with a Torvec invention.
