Looks to be a completely blank stock certificate. A buyer could fill in their own name and any amount of shares they "wish" to own. The, they can claim to be very rich "on paper".

Except, in the lower right corner, it says "specimen" punched thru the paper.

Oh well, still a very novel way to buy penny stock.
