Is it just possible that it would be more economical for Vale to JV with KATX and together they spend money to prove up the property before Vale spends a lot of money by itself on their own much larger claims. That would seem to me to be a good way to spend their time while smelter is being built. Vale's Geo's could be working the Vale claims in a more reasonable pace while the proving up process goes along a little faster on the JV property.
