Peter - Rates are very affordable up to 256k and very reliable. Also, I see some other sources on the internet...

I have a dial-up with 115.2k for ten bucks a month as a temporary source while I wait for the cable company to wire the building where I just moved into a new apartment. Then I will be back up to 256k.
