I don't think it's an either/or proposition.

By the way, has anyone read that rambling attempt to intervene in the PUC decision by Jon Edwards? What a joke. You would have thought he'd have someone look that over so he wouldn't look as bad as he did in the SEC process where he was DISMISSED over and over again.
