That’s the lowest interest rate for a 3-year issue in the history of the US corporate-bond market.

Can you help me understand the significance of this?

The way I read it, it means that investment market is so pitiful that MSFT looks "attractive" by offering a little bit of nothing for their bond sale.

Is my interpretation correct?
