Some people are busy some people are not. This is my way of letting you know that just because someone doesn't jump to show you proof, doesn't make what they say untrue. After pondering on how to be of assistance here, a good Ole lesson on Goggle came to mind.
Your mission if you choose to accept it is to goggle the phrase
"all the fiber network that was laid in the 1980's has only 6% utilization" Now, read the 21,900 hits that you find on the subject and share the results with the board.
Now I hope you can appreciate someone working on their good nature here. You will find that you can be as specific as you want to be with google; in fact you can pretend that you are talking to the board if you want. That way insted of comming on the board and not having anything to back up what you are talking about, you will be armed with all kinds of information to make your points.
For practice you can google "MDGC pink sheets" or "MDGC otc" or "MDGC nasdaq" Once you get the hang of it you will love what you can do with the power of Google.
