The cost of sequencing individual genomes is dropping rapidly
Quite so. However, a $1,000 per whole genome sequencing is useless and perhaps even dangerous if it is not better then 99.9999% accurate. At this time no one has reached this level of accuracy on a genome wide sequencing approach. The other big hurdle as you've noted is bioinformatics - there's no software to integrate and analyze the data.
