Once again you show your ignorance. You can have a contract without any authorized work, therefore no way to invoice, but believe me, there is a contract. This is key because it is very easy and quick to determine the scope of new work and fund it when you have a contract vehicle. When you don't have a contract, it takes much longer. Even your quoted statements say the issue is FUNDING, not a contract. I'm not trying to paint a rosy picture, you're right, they could decide not to fund the effort, but that is different from the bleakness you paint that they don't even have a contract anymore.
