It really is more than a guideline - it should be the basis for our laws. However, as they always say, the devil is in the details. And in this case, interpretation. It is interpreted differently today than yesterday and last year and the last few centuries. What we need to ensure is that interpretation does not go out of control.

We have no idea what the Founding Fathers were thinking - we just have to do what is best for the country. And we do that by electing the officials who will abide by the Constitution.
