When an order goes through on the bid, it means that the seller is the person who initiated the trade. There is a buyer and a seller for every transaction. When an order goes through on the ask, it means that the buyer is the person who initiated the trade.

It is a misconception that they are "buys" and "sells". Someone bought those 3 million shares at .016 today.
