This stock's 5 year history reflects only maybe 2.2 billion shares traded. I find it hard to beleive that a billion of those shares are currently in a NS position.

It has been suggested that the NS were from a period when the stock was way up. In 2005, the shares traded at .005, why would'nt the NS at least start to cover at that time. Protect their profits and play again.
