In Germany it is not unusual that a company collets private information of their shareholders. A german public traded company has the possibility to sell "Namensaktien" you may call it "Name-Shares". A good example for Namensaktien is "Technotrans" a german leader in print-support!!!

A few years ago they changed their shares to "Namensaktien", which means that no longer a transfer-agent administrates the shares but the company itself. Each share is registered by the company with all necessary information about the shareholder to which the share belongs!!!

Maybe the russians know a similar system!!!
