CSTI is controlling the ask and the bid right now so he could be bouncing back and forth with himself. then number of buys far exceeds the sells at this point and the PPS is sitting steady. that is one reason I think the FLOAT IS MUCH LARGER or he MM is just spinning it to draw attention to stock
