Having lived and worked East Africa, I can tell you from experience that in developing nations even if there are only a few thousand in the area (which I doubt given the population density of China)-- after the project is online, tens of thousands will voluntarily relocate to the source or humanitarian groups will "wire" the area and bring power to them. I have seen entire communities pop up within a matter of months in rural Mozambique because a generator went on line. So maybe until you can show me proven findings to dispute what I have witnessed first hand...
