Well, so what is your point with respect to PPHM, which was my question.

Are you suggesting that we should welcome PR's about PPHM that are misleading just because fines are not collected as we would all like?

In other words, PPHM should feel free to release any sort of meaningless or misleading PR's since they are not likely to pay a fine?
