L2 is not always 100% accurate. Don't believe on it if you don't see a no buy or no sell (whatever the case might be). watch this video about how Level-2 could be manipulated... you guys will understand more :

Two weeks ago (a day after when FFGO had no bid), I placed millions of buy order @.0001 (but with Scottrade, nothing would show up on the bid. or sell), however, my bid order didn't show up on the bidding side of the L2. On that very same day, I had many buy order filled & my email was filled with many diff. partial buy-order msg. from my broker...fortunately, I still have some left to prove it: Scottrade, Inc.
