I am just noodlin here but it sounds like they have no evidence. Otherwise they would not issue a warning. I am just guessing but I probably am correct.

Intel USED TO, if memory serves, issue rebates, they don't any more. The Japanese Government was trying to make a connection between the rebates and exclusivity. They failed. They, like you, have a suspicion that there is a tie, but that is quite different than having an actual fact or proof.

Intel, spends a good deal of time training their people to conform to the antitrust/fair trade laws of this country. Foreign Jurisdictions would be no different.

AND to speculate and extrapolate is a mental waste of time, don't you agree?
