I say he did not confuse NY DEC region 9 with U.S. EPA region 9. He merely posted a link that contained answers to FAQs.
That link is given to folks coming from the Region 2 Air Permit page New York region). Why it connects to the Region 9 FAQ page is not known, I suggested because the "general information" was relevant. Perhaps you do not see it that way.

Aside from that, the reference to California law is duly noted-- but I took it as an example of time line. That page isn't littered with State laws regarding Air Permits.
So to be clear-- if I were from Arizona, which is in Region 9, likewise I would not take the California example as over-riding Arizona law.
It was that simple to me.
In general terms that's the process-- that's what I got from that web page. So I do not see the misleading unless we get back to the Region 2 link to a Region 9 web page and suggest the EPA web site change it to avoid the whole issue.
