After today, only 16 trading days until Sept 15. The run up SHOULD start real soon. I will predict a slow climb back up over the next three weeks into the 40s with a big pop into the 50s after the announcement on Sept 15 that Phase 2 is a go. If no announcement no pop.

Will news be released by August 31 as Prazeres indicates that "the operating oil companies must submit by the end of this month the 'most recent report' on the commercial value of existing hydrocarbons". Will Sinopec announce a phase 2 commitment?
