It's very simple, PDMI is diluting and appears to be content to max out the 20B AS.

The .0001's you're seeing are PDMI shares to MM's who in turn are selling for .0002. This will continue until the AS is maxed out.

You can see one of their tricks this morning where the MM puts a transaction through at .0003 to bait the naive into buying at .0002, with the hope of flipping at .0003 or .0004.
