You haven't been investing for very long have you? I can count on one finger through ~20yrs when a stock rose after a R/S that I am aware of. As many times as I have seen an announced, sometimes even suggested R/S, the pps has tanked, corrected, dove, and flat-out went DOWN.

The market is not a fan of R/S and they tend to bring out the shorters in droves. And yes, penny stocks can be shorted and are!
