Hey, thanks. But I dont quite understand what this mean..

The litigation is now "final" as concerns the base amount, though, since the govt. lost its appeal

This just got more confusing to me..lol.. i thought it was just a game of all (maybe partial on FV) or nothing on the equality and I know preferred are ahead of commons.
