Why does everybody keep saying the FDA is incompetent

Dean has tolsd us they are QUIOTE competent. IN fact very competent.

In fact he liked the last team. SO if this team is even better, then if we taking Dean at his word, we can only conclude that this is a great FDA team to be working with.

They can;t be both a great team and incompetent. Pick one and stick with it.
