does anyone think arbitration with their broker would produce more than just a refund? they obviously cant provide bonafide shares.

First, you missed the SOL on arbitration. Second, even if you wanted to, you need Megas to sign an affadavit stating the stock is oversold, you also need one from the Transfer Agent stating so. What's your proof in an arbitration claim? Megas says so? Third parties claiming Megas said so? A press release that kind of..sort of says so?
