On the contrary, maintenance, by definition, is the "the upkeep of property or equipment". What happened today was a FAILURE, and a REPAIR was needed, not maintenance.

Hard to believe I need to explain difference between maintenance and repairs, but I will.

Well it WOULD be considered maintenance if you believe these floods are part of the normal process. They happen so often, that maybe they can be considered as such. You tell me then, is this maintenance or repair?
