the increase of the PPS will be following the number of subscribers and advertisers. The number of subscribers will depend on the efforts the carriers make to promote this new network to the potential subscribers. This means that the PPS is linked directly to the effort of the carriers. Frank knows that and so do of course the carriers. If you would be Frank himself or if you would be the CEO of one of these big carriers wouldn't it be logical to sit together and work out a plan whereby the carriers would be allowed (or enabled) to first obtain a massive amount of shares at a lower price on the condition that they agree to do a major effort in promoting and supporting Qbid to their customers...This is probably the reason why the PPS is artificially kept at this low level until the big boys decide to REALLY launch Qbid massively.
