At this point, I have to admit it looks like the company is diluting. Good news come out and million of shares are sold at the bid. This was the kind of news that retail investors are buying shares after, not selling. My only hope is that Bob will use the money he is getting out of what he sells to finance the project. If so, once the revenue is generated, no more shares will be issued and the price will go up.
