This one reminds me of HFBG in the early stages. They were trading arond the same levels and came out stating they had new management, and that it looked like their stock was undervalued because of their good share structure.

Within a few days the buying came in, and within 2 weeks it went from .0001 to .0035.

I think the same can happen here. It is all about the share structure and momentum. If they dilute, fine, but not worth it to do it here, when there is so much more room to go. I think within 2 weeks, this one can easily trade up into the .001's for a 300- 500% gain. And quite possibly I think it might gain some momentum at that point and get into the .002's, and .003's.
