If they issued the whole 5 billion, that'd be ridiculous as that would value the company at 20 million -- worthy of listing on a bigger board. 500Million sounds reasonable to me.

The stock is restricted anyways, no? So the only manipulation is the market makers and the 'investors' making their own market.
